My dear Seton,

In reply to your note of the 15th, I am sorry our letter of the 11th (llo.20500) was not marked Secret. We did not consider it necessary to make the paper itself secret,, and the desirubility of making the letter secret was overlooked. I have given instructions which will, I think, prevent this happening against, though it is sometimes rather hard to judge whether paper is really con nected with German plots or not.

Copies of the Governor's despatch have been

sent to the Foreign Office, War Office and admiralty, the

letters being marked "Secret".
